I've heard quite few folks saying he wouldn't translate well into a clix. I disagree. Here's why. Yes he has awesome powers that could translate into him being 300 points or more. But he doesn't use his powers that way. He rarely uses his powers to hurt anyone. He's an annoyance, not a threat in an evil sense, just misguided. He always gets tricked into going back to the 5th diminsion, too. If you look at the character's use of there powers and not what they're capable of I think he would translate into a clix fairly well.
Below is my version anyway using retardog's fomula and Enigma's spreadsheet.

Telekinesis he controls objects almost all of the time. Thought about PBlast, but again seemed too aggressive for him. And upped his attack. Color was supposed to be grey, used silver.
Defense: 20 20 19 18 17
Added impervious to start. Then super senses. And some barrier at the end.
Damage: 1 1 1 1 1 1
Outwit, perplex, prob. control. He's smart, unpredictable, and can change reality.
Let the critique begin. But I think I made him more of an annoyance than a powerhouse like I have always seen him.
I originally made him an annoyance. With everyone's suggestions I think he's still more of an annoyance, but he could be playable. (Especially by upping his attack value.)
Made him a mystic, too. Seems right now that I look at it. If he got hurt or took damage he could get all huffy like a child and hurt someone back out of reaction.

No offense, but I think with a 5 attack, he's a huge waste of 121 points. He'll never hit anyone.

But, he would certainly have Outwit!!!!!!! If Mxy doesn't like what somebody is doing, he truly takes that ability away, the very literal translation of outwit.
While he is not malicious, he can be dangerous, unlike say Bat-Mite, who truly just blundered or was careless. After all, if Mxy decides to... he can change whatever he wants.... he's a powderkeg waiting. He was the undoing of the pre-Crisis Superman, remember! ;)

FanBoy13 that's the whole point. He doesn't deliberately attack anyone. He wouldn't be a good first strike character. But have one or two other heavy hitters and he's a great second option after knocking down some stats. If I increased his attack it wouldn't be any higher than 6, maybe all the way across the board. But like I said he's an annoyance not a fighter.
I see your point, but I think the powers make him pretty faithful to the character.

I'll agree that you've made him an annoyance, but here's the problem with what you've done: for that many points, I'd rather field several figures who can do all of that AND also throw a punch. What I've seen here is probably the most creative solution, but it doesn't address one aspect of Heroclix figure design.
Everything coming from the company needs to be fieldable and usable in a 200 point tournament. That's really the only criteria for Tourney Play right now; sealed boosters and 200 point games are the big deal because they are easy and quick. Considering that one aspect of tournament play is that players get points for taking out opponents' figs equal to their cost, then anyone who fielded this character would be giving a lot of points away to the first person who landed a punch.
If you wanted to mod this figure for casual play, I'd say you've got a winner...or at least, something reeeeeally different. But I don't think (nor will I ever think) that Mxy will be fieldable in real Heroclix points or conditions.

he turns REALLY evil, and trys to kill supes, also Supes kills someone.

Really? How recent was that? I'm more of a Batman fan to begin with so I haven't really read any Superman for a pretty good while. This was just the way I always remember him being written.
I'm actually working on making him a little more threatening, too. Just not sure how much to add and take away yet.
This was the 2 issue Alan Moore wrap up of the "old" superman before John Byrne was given carte blanche on the character in the Man of Steel mini series. It was collected into a thicker issue as well. The beauty of it is that Moore was given the freedom to wrap up loose ends, including killing major characters.
It is an excellent issue, and is what convinced me that anything by Moore is probably worth trying. He has a respect for Superman and his campy old villains....just from memory some of the great moments: Brainiac animating Lex Luthor's dead body, Krypto sacrificing himself, the Legion visiting from the future, but ominously not saying why they picked this particular time to give Superman a reward, the sealing of the fortress of solitude with Perry, Jimmy and Lois to try to protect them....
...and Mixy....revealing that his time to be the Imp has ended, and now the era of being evil starting, showing himself as a black deadly being...

I see the name of the expansion is Cosmic Justice which might not bode well for the number of Mystics.... but we shall see.... We'll wait for the official list, eh? No pineapples or fresh produce of any kind is acceptable....

Yep, we'll have to wait.
Assuming that there will be some sort of produce, it won't answer any questions of team affiliation. I'm optimistic that CJ will give us some figs for each empty team slot: Mystics, Legion, and GL.

Okay everyone let's try this.
Changed his stats around a bit. Lowered his amount of clix and total but increased his attack.
Change the speed a little. The middle part where he doesn't have phase could represent when he's just sort of hovering around Supes or whoever, like he's not trying to go anywhere.
Changed the damage values and powers some. Like he accidentally hurt someone and added outwit. Made the powers staggered to go along with his unusual style.
And made his very last click low, low, low to represent him getting tricked into going home.

Mind control *could* be good for representing his games.

Naturally, Supes goes flying off - even if that's not what he *wanted* to do...

I'd lower his attack to 8's or less. [Esp. if you do give him MC.]
With DC's lower stats, that's still ~ 50/50 to-hit.

I would keep his defense higher. [More like nightcrawlers.]
As a 5th dimensional being, he does *not* get hurt.
In fact, I'd be tempted to give him way less clix (3? 4? 1!?!)
but something like a 19 defense and impervious.
Utterly unstoppable until he's returned to his home dimension.

I'd drop the damage altogether. Either he TK's something for object damage or he simply doesn't hurt anyone at all.
Outwit wouldn't be bad, either, as everyone's technically powerless aganst him.

Mind control is outta there. It KIND of works, but the idea of him controlling Superman and making him attack Wolverine is kind of nuts.
I'd give him a 20 defense and Imperviousness on his first click.
And I'd make him... ANNOYING.
Stealth, Outwit, Probability Control, Barrier, Perplex, that sort of thing. I guarantee that if someone has a unique on the field that can do all this, plus has Flight and Phasing (and a LOT of Speed) the other player is going to be VERY annoyed.
Wrap it up by only making him four or five clicks deep. He's NOT a tough guy.
And a damage value of zero. He CAN'T really attack anyone. He is good for NOTHING except INTERFERING, GETTING IN THE WAY, and BEING ANNOYING!
And I'd make him a unique. No point in annoying EVERYONE...
But that's a piece I'd look for, and I'd play him!

Doomtoy I agree with most everything except the stealth. He never hides. He might make himself into something else, but he's almost always right in Supes face goading him into something.
And I originally had him really annoying. I just think the point cost might be too high that's why I changed it. I think I'ld still leave a damage value of 1 across the board. I toyed with zero, but I still think with his powers and he accidentally hurts someone there has to be some damage.
I'm still playing around with everyone's suggestions. I'm leaning towards 5 or 6 clix, increasing speed and defense (adding Imp.), & lowering attack a little. I'll edit and post it when I get it done.
Mmmm... good point. I was thinking "cannot be hit by ranged attacks", but that's kind of pointless with that insane defense, and jacks up his cost besides.

These things right here are the EXACT reason why I don't think a Mxy clix will work. Unless these are all custom mods, there is no way on EARTH that Heroclix will produce them. They are too specific and too unwieldly. If I can't have a Mxy that will bring parade floats to life, I don't want one. It's a waste of a figure.

Redid Mxy again. Except for Mark (kidding) I hope this is more to everyone's liking.
And Mark, I'm more of a collector than a player. I play some, but Mxy is part of Supes history and tradition. They really need some more Superman characters. As big a Batman fan as I am, we don't need anymore right now. Aside from heroclix creating a new power called Magic or something what do you think?

Well, again, if you customize it yourself, then really, you can do what you want. I would be wary of using the online formulae too much; they are great for low-end figures but are way skewed with the higher point costs.
From a game player standpoint, I think the best way to represent Mxy is with a scenario. Something like creating dials (or sliding bars) for several big objects: cars, dinosaurs, hell, even buildings. One player is Mxy, represented by a red glass stone on the board, or whatever you want to use. The other player is 300 points of Superman.
Scatter ten army men, dollhouse figs, or whatever over the board. Those are the civilians that Supes must protect. One big thing can move per turn. Supes team moves as normal. The red glass stone (Mxy) can move four squares per turn, ignoring elevation, every turn. In order to stop everything, Supes has to get base-to-base with Mxy for one turn and stay there without being attacked by an object. During that time, he can perform no attacks, but if he is successfully attacked, he has to start over. At the end of Supes turn, the Mxy player rolls a die. On a roll of 1-3, nothing happens and Mxy moves 10 squares away in any direction (teleport). On a roll of 4-6, Supes has tricked Mxy into saying his name backwards and he disappears. The game is over.
You could set your own points for this; X for every civilian saved or injured, etc. How many buildings and things were destroyed by the monsters, and so on.
But that's the kind of thing that I would use to represent Mxy in Heroclix.
