Maybe someone can help a brotha out.

My friend and I have understood that a character who has RCE and more multiple ranged attacks can not use the RCE on all attacks. ie. Bullseye can either RCE someone or can attack three figures without RCE. But after looking at Quasar, we think we may be wrong.

Can a fig with RCE use it on all of its ranged attacks?

That would be a no.

Here's why...(taken from the FAQ:Ranged Combat Expert Rule)

This character adds 2 to their damage for successful single-target ranged combat attacks

So you can't target multiple oponents and use RCE on all your targets.

Your first thought is correct. It's either RCE or 2 non-RCE attacks.

Quasar can Telekenesis 2 objects, make 2 non-RCE attacks, or 1 RCE shot.

I am not a judge, but here is your answer...

I assume you are referring to the WK description --
"Game Play Info: An obscure figure in the Marvel universe, Quasar promises to become familiar to Marvel HeroClix players and collectors. This Avenger uses his team ability to stay out of base contact, firing into melee while his friends tie up the villains in hand-to-hand combat. Possessing a 10-square flight ability plus a 10-square attack range, Quasar can reach any opponent on the map. He is a true ranged-combat expert, possessing the ability to do 1 to 6 clicks of damage for all 8 health levels before he is K.O.’d. If a villain manages to get in base contact, Quasar can push him away with a Telekinesis attack ranging from 8 to 11. If some fiend damages him greatly, Quasar falls back on his Incapacitate ability, exhausting his opponent. As he flies around his enemies, Quasar’s Barrier ability lets him put a wall of force between him and his attackers. Why all the evasion? The designers changed the way RCE was done. Originally, it was supposed to be like B/C/F - you rolled a die for damage. Now, you add 2 to your printed damage.

That being said, you cannot use RCE on multiple targets. The rules clearly state your damage gets reduced to 1 when targeting more than one figure.

That's not exactly right :

With Telekinese you can move only one object/figure.

And technically it's only 1 attack with two targets not "2 non-RCE attacks" - one dice roll.
