Batman & Green Arrow b&tb duo question

Sorry if this has been asked before, didn't find it on a search:

Attack - No Guns... Utility Belts and Trick Arrows: Batman and Green Arrow can use incapacitate. If the attack succeeds against any target, they can use smoke cloud as a free action for each success.

In order to use the smoke cloud, do you have to use Incapacitate or can they do it on any attack?

You must use the Incapacitate.

"If the attack" refers to the attack of Incap.

I think it is pretty straightforward. You can use incap. If that attack is successful, you get to use smoke cloud for free. It doesn't say, "...can use incap. After a successful attack, B/GA can use smoke cloud for free."

Batman/GA have :bolt::bolt:. Since the power says they use Smoke Cloud as a free action for each success, this means if they hit 2 targets they can use smoke cloud twice, correct?
