Allright here is the setup

- When you taxi someone you have to start adjacent and stop adjacent right ?

- When the taxi drops someone off they must both be at ground level correct ?

- Suppose I have a soaring Ultron adjacent to a soaring Super-Skrull. Can Super-Skrull taxi Ultron to hovering during a running shot ? Spend 1 move point to change elevation, move forward 3, drop Ultron and fire ?

No, because a figure must both start and end in Hovering in order to taxi someone.

Yes, in hovering mode.

Well, hovering at the same level. They could both be on the ground or both elevated.

You have to start and end in hovering mode. If you pick up Ultron from hovering mode, you can make a Running Shot while taxiing.

So then, if a character is soaring, how can a flyer that is hovering and adjacent to the soaring figure carry that figure? Does the taxi "pick up" the soaring figure while hovering even though the figure being picked up is soaring, or does the taxi need to soar to pick up that person and then revert to hovering to drop off that figure? Sounds confusing after I re-read it, I hope someone knows what I mean.

A hovering and a soaring figure are not considered adjacent. The soarer has to come down to hover before the taxi can pick him up. You can't pick up your passenger from soaring mode.
