Question about line of sight on a buliding

My question is this if black cat is on a building can she see through other clixs to use her probability. Here is what I mean.

Can she see through C to use ability on T.
C and T are on the ground.

As long as T is not using Stealth, anyone (including Black Cat) who is on the edge of elevated terrain can see T.

ALmost got it. Stealth and in Hindering terrain. Got to be in hindering terrain.
