Green Willpower: Whenever a second action token is placed on Green Lantern, if he would take pushing damage, you may instead heal him of 1 damage.

It's only the bolded part that's mildly confusing. I'm trying to think of a situation where placing a second action token on him would not cause pushing damage, and I'm coming up blank. This GL doesn't have Willpower or Indom. Thoughts?

There are some SP's out there (iirc) that can prevent pushing damage and there may be some more coming down the line (if not planned they are playing it safe) that do as well.

It's basically semantics. They have to write up SP's with future stuff in mind.

Chief is one example. The Endurance feat is another. Inspiring Command is a third (though this GL has no TA).
