I vote yes.
OK kids history time.
In the old days there were Rookie, Experience, Veteran, and Uniques. (LE's could only be won so we won't talk about those.) A booster had 4 fig in it and the distribution was 1 in every 3 boosters had a unique (I think, its been a while) and at the time, these were the most difficult to find. So a collector would only be able to get a complete set if he bought 2 cases. Eventually the distro changed making it possible to get all the uniques with one case but it made the some of the most sought after R/E/V figs almost impossible to find. (Armor Wars Vet Iron Man to be specific).
With the Avengers set (I think, again its been a long time) the current set design and distro came into play the R/E/V rings were removed and only uniques retained there silver ring. However the colored tab distro system of C/U/R/SR was implemented. Once again players needed two cases to make a complete set. The reign of the commons has begun.
Now if I were to make a new distro system for HC it would involve something that would give a 50/50 chance for getting a complete set in one case (including SR/chase figs). I'm not going to say "It should be X% this and X% that" just make it easier to get the entire set thats:victory: all.
