What kind of paint is best to use when painting figures?

Boy is that a loaded question. A lot of it comes down to personal preference. You find a companies' paints that work well for you and that's pretty much what you use.
Some of the ones I hear bandied about, or use myself are:
Citadel Paints
Reaper Paints
Some general craft paints
Pactra
Testors Acrylics
In most cases, I advise acrylics as opposed to oil-based. The acrylics are easier to dilute, clean-up and also tend to dry faster allowing you to get more done quickly.
And above all, use a clear sealant/Top coat. I can't stress that enough. It goes a long way to keeping the figure looking pristine regardless of the light abuse it might pick-up along the way.

Acryllics are best. Citidel and Reaper are good but expensive.
I don't remember the name, but there is a good middle of the line paint available at most Wal*Mart stores.

I like folkart which you can buy at wallmart for about 70 cents a (decent sized) bottle/color.
Acrylics are pretty much the way to go. Enamels will set up a weird chemical reaction on certain kinds of vinyl, and won't DRY completely... they'll stay tacky pretty much FOREVER... and this is true of some WizKids products.
Water-based acrylics are cheap and easily available. I use Apple Barrel and Folkart regularly, and get great results. Citadel miniature paints are good, too, and don't need mixing, but their bottles tend to dry out once opened.
