Ranged Attack to Destroy Object?

I ran a search and found a thread with this question, but am still not sure I understand the answer...
Can a ranged attack destroy an object that is in the same square as a character with stealth?
And, while I'm at it, am I correct in my interpretation that Ranged Combat Expert and Close Combat Expert cannot be used to allow a character with 1 base damage to destroy an object, as those powers specify that an "opposing character" must be the target?

you can destroy, throw, and pickup objects under stealthy people... also need 3 damage to destroy an object/wall, yet RCE and CCE wont let u... somehow blades/claws/fangs do tho...

Because BCF does not specify target character, like RCE/CCE does. No mystery there ;)
