I might try making this into a complete set. But for now I'm just going to start posting dials starting with an experienced Solid Snake and Revolver Ocelot as seen in MGS1.

On a result of 3 or 4 Revolver Ocelot may counter a power or ability possessed by target character. On a result of 5 or 6 Ocelot may modify a combat value of target character by -2.
Foxhound Team Ability: When a power or ability possessed by the character with the Foxhound team ability would be countered by an opposing character's power or ability, you and the opposing character's controller each roll 2d6. If your result is more, the power is not countered instead.

Where are Snake's neck-snapping powers? And if Snake is attacked in close combat while in his box, would that cancel the power?

Both good points. However CQC was a very minor part of MGS1 and since I plan to make several Snakes which I want to all play differently I decided not to focus on it for this one. Expect to see a lot of neck snapping and throat slitting from MGS3 Naked Snake.
Your second point is also true, but I didn't want to clutter up the power more than it needed to be.

Some cheap genome soldiers would make good generics.
Damage !: When Genome Soldier is adjacent to an opposing character, modify the attack of a friendly character possessing the Genome Soldier keyword by +1 when attacking that character.
I'm sure the wording could be less sloppy.

Sloppily worded. Replace that sentence with: On a result of 1-3, deal Liquid Snake 1 unavoidable damage.

Don't like the opening RCE on Snake...he's not that heavily armed upon infiltration. A bare 3 damage for that click might be better to represent a balance of close combat and ranged headshot/grenade skills. Similarly, not sure if Incap works. MGS1 Snake didn't use a tranq gun. Seems that his (ingenious, BTW) SP ought to grant Stealth, too.

AV and especially range are too good for Ocelot. RCE is also way too good in conjunction with Ricocheting Bullets, which is too good, PERIOD.

Rurouni, you had a lot of great points (especially about the tranq cant believe I forgot that). The only point I didn't agree with was Revolver Ocelot's attack value.
