In game question -- help appreciated

My opponent is playing the Sinestro Corps, and they have all kinds of psychic blast and exploit weakness. I am playing Guardians of the Galaxy with their ATA, which says that their powers cannot be countered. Could my opponent use Psychic Blast/EW on me? Thanks!

BN, page 9:

PENETRATING DAMAGE
Penetrating damage is damage dealt that can’t be reduced (such as by the Toughness power), but can be evaded, ignored, increased, or transferred to another character.

Nothing in that description says that penetrating damage counters anything at all. EW and PB will work just fine.

PB and EW deal penetrating damage they do not counter powers.
