See, the thing is that i have a dial, which is stuck, it won't rotate unless you apply extreme pressure. So, I'm wondering is there's a sure/safe way for one to losen the dial...

Try taking it apart and putting it back together. I had to do that with several Blade figures.

I also find if you take it appart and lightly drag an exacto blade around the dial (angle the blade this way / and drag -> in this direction) this will help smooth out any flash on the dial
