Ok, if two adjacent figures are soaring, can one use telekinesis to move the other one? If so, can he change that characters elevation? Like pushing him to the ground?
Ex: Mags and rogue are on the same team, both soaring and adjacent. Mags uses tele. to move rogue down to smack wolvie.

The only way that a figure with Flight can change his flying mode (i.e. Hovering to Soaring or vice versa) is to spend a Move Action to do so.
So, no, a figure with Telekinesis cannot change another figure's flying mode.
Sorry to leech on your thread, but I have a question that is similar.
If Spidey is engaged with another figure, could Mags (being on the same team) use his TK to breakaway Spidey without having spidey do a breakaway roll? Mags has a range of 8 (I think), does he have to be adjacent to do his TK, or could he TK Spidey from a distance?

TK can remove a figure from combat without a breakaway roll, but the TKer must be adjacent sice TK requires a close combat action.

What you propose is a legal move.
You only have to roll for breakaway if the figure is given a Move Action.
Since neither Mags nor Spidey were given Move Actions (TK a friendly figure is a Close Combat Action), then breakaway does not need to be rolled. Since TK a friendly figure is also automatic... the only thing you' dneed to do is declare the action and place the action token on Mags.
