Simple question.
Can you PC a leadership roll? I think not, since it takes place 'outside' of the turn, but I want to double check.

As long as the PC figure is within 10 Range and has Line of Fire to the Leadership figure, then yes.

I've never seen any restriction to doing so and have always allowed it (not that it has come up very often).
I don't believe it happens outside your turn - Leadership simply happens at the beginning of a turn (not before).
Just my opinion though...

Me and my friend were woundering if you con roll for leadership any time during your turn, or only at the begining. I don't think it matters it you forget to do it at the first part of you turn, but my friends say if you forget you loss. I was hoping that a judge could shed some light on this subject.

I don't think it is an optional power, therefore it needs to be rolled every turn (of course you can get to the point where you really don't need it because you have more actions than figures to do things with). If you forget to roll it just roll it when you remember (It's your power, that you paid for, so you're not hurting anyone by rolling it later in your turn. Although if you've cleared and passed onto the next player it's obviously too late then). I've tended to try to get into the habit of rolling it at the beginning of every turn whether I plan to use it or not just to make myself remember it is there.

I'm of the opinion that leadership needs to be rolled at the beginning of the turn, before any action is taken. It isn't a static power, you have to choose to do something to use it. And it does say that it's supposed to take place during the beginning of the turn (which pretty much means before you take any of your alloted actions).
however, when I play, I generally let my opponents go back and roll for leadership if they forget. If I forget to roll before I've taken my first action, I don't go back. As a judge, if I saw someone roll their leadership in the middle of a turn, I'd probably point out that it's supposed to be rolled at the beginning of the turn.
It is kind of annoying for an opponent to forget their leadership roll, take their three actions, then decide to roll their leadership and then use that action to really screw up your team.
Out of good habit, I try to always roll my leadership rolls whether I need them or not. Even if all of my figures have pushed the previous turn, it's still "roll leadership, clear. go."
Leadership is supposed to be rolled before you do anything.
Although I tend to let my opponent do it even after they've taken some actions. My personal rule is they can roll for it up until they've made an action that requires a roll. At that point 'the battle is joined' and there's no going back.
I use that same rule of thumb for actions in general. If someone wants to move their guys back or take back something, as long as they haven't rolled for anything, its all cool.
