I have a question about the space map and the modifiers that you can receive.

It says that all characters within the orange line (space terrain) have their range modified by half when occupying space terrain or if the target character occupies space terrain. The outsiders team ability states that a characters stats cannot be modified. Would I be able to outsider a character and not face the outsider penalty?

Any clarification would be appreciated.

Halving combat values are replacements, not modifiers. Outsiders has no effect.

BN, page 5:

REPLACEMENT VALUES
Some game effects substitute one combat value for another. These substitute values are called replacement values. When one value becomes or is used instead of the value printed on the dial, it is a replacement value. When a character’s combat value is reduced by half or doubled, those are also replacement values. Replacement values set combat values to specific numbers, or halves; they never involve adding or subtracting.


EDIT - It is worth noting, though, that the Space Map also provides a +2 bonus to movement when a character in the Deep Space terrain is given a move action. That IS a modifier and Outsiders would prevent that bonus.

there should really be a sticky about the outsiders TA in the rules section.

Why? I think they just need to post the following: A modifier is not a replacement and a replacement is not a modifier. That is all

because ideally it would cut down on the sheer volume of outsiders TA related questions that get posted.

Prior to the BN rules, maybe. It's fairly straightforward now though.
Besides, cluttering up the forum with stickies wouldn't be good either.

Do you got to also replace the range for powers or effects like telekinesis, outwit and the like ? I was never quite sure about that.

Are you asking if Jean (0:bolt:) can TK someone 8 squares away or if Black Panther (0:bolt:) can Outwit someone 10 away when under Outsiders?

Those things don't have anything to do with range value, so they are unaffected by Outsiders.

Those things don't have anything to do with range value, so they are unaffected by Outsiders.
And for the same reason they are unaffected by space terrain.

Characters given move actions when they occupy space terrain modify their speed values by +2 for the action. Halve the range values of all characters occupying space terrain and all characters drawing a line of fire to a character occupying space terrain. This is why quoting the text in question is always a good idea. The word modify only appears in the line about movement, whereas the range is halved, which is a replacement value, as normalview pointed out.
