Skrull has two white special powers, one says he can use perplex, the other saying he can use outwit.

Does this mean he can use Brilliant Tactician, or can you just use BT if the character has just perplex and just outwit?

BT is fine, but he can still only target those with whom he shares a keyword..

Be sure to include Coordination on the Emperor; allows you to get the most BT Bang for your Buck! ;).
