The BFC: Abilities can't be countered. All characters can use Willpower if they can't already.

Now let's say a character on my opponent's team has Willpower normally. If I was to Outwit that Willpower, does that mean he's now using the Willpower from the BFC?

I would say yes, since he can't use it after you outwit it

The outwitting of Willpower no longer allows the character to use willpower. So, the character gets the Willpower use from the BFC
