From the WizKids site:

"WizKids will be offering attendees at MegaCon the opportunity to purchase a limited quantity of Xplosion, the newest expansion for Marvel HeroClix currently scheduled for release on 3/26/03. Saturday attendees will be able to purchase three booster packs of Xplosion during their visit to MegaCon."

So it'll be out in stores on March 26th but you can get a few boosters on March 1st and 2nd if you happen to be at the MegaCon in Orlando.
