u Wolverine and u Elektra also fit.

How about Adrian Toomes and vet. Sabertooth? Too baddies, some movement, and some claws.

Vet Nightwing, Vet Robin, and a Rookie Thug (just for point filler) would also be tough to beat.

Robin's Smoke Cloud combined with Nightwing's Incapacitate and Outwit could be devastating in a 100pt. game.

I'm looking for a tournament level team but no Firelord.

My favourite team to play in a friendly 100 game is E White Queen and E Vulture. If I get my leadership roll I attack someone fast. I also like playing complete fodder teams and swarming the opponent. Kingpin is then the essential player. Pyro is very useful when you have to conserve points like mad. I like having hydras to back him up. Hercules is also one of my favourite characters. He is worth his points and lasts a while in smaller point games. Loaded Dice are always a big help too.

The team I'd use is:

E Bullseye
E Wasp
U Elektra

That's 100 points exactly.
Wasp taxies for free and Bullseye and Elektra give you lots of bang for the buck.

Here's my 100-point team of EEEEEEEVIL!!!! MWA HA HA HA... oop, sorry. Got carried away there...

V Bullseye - 43
V Doombot - 38
V AIM Medic - 17

Doombot rolls for Leadership, taxis Bullseye into position for a shot, and guards Bulseye in case someone gets in too close for comfort. Doombot can copy HYDRA ability to boost Bullseye's Attack or Sinister Syndicate to boost his own attack if he needs to take a shot. AIM Medic generally stays in back to stay in top condition when she's needed to heal.

I know you said no Firelord, but my all time most effective 100 point team - E Wasp and R Firelord for 99 points. Free move on wasp, so you can move into range and shoot.

My second favorite is U Wasp and E Logan plus a R Thug. Thug is just there for filler. Logan's Toughness and Regen make him a monster in a 100 pointer, and you can use either Logan's Stealth or Wasp's 19 defense to protect yourself from ranged attacks while moving in.
