Not too breaking. i'd play it or against it. Granted like 3-4 would get obnoxious there not to hard to hit.

Make it unique and and SR and I think it could make it in a booster.
No steal energy. Never been part of the Pit Crew philosophy.

Maybe a Trait to balance it out:

Limited Supplies: Whenever this character uses an attack or damage power as part of a non-free action, deal this character 1 unavoidable damage.

Shows how the character can only carry so many items (1 personal transporter, 1 med kit, 1 smoke grenade, etc.)

Yep, I think it's game breaking. Next to SHIELD figures it can increase multiple people's range and damage as a free action, AND it has perplex. REALLY powerful for 30 pts, IMO.
