What is the greatest army???

I was wondering what the best Dr. doom army out there was. I have a few ideas but do not know whick is best:

team 1:
Vet. Dr. Doom
Vet. Doc. Oct.
Exp. Aim Medic
vet. sheild sniper

team two:
Vet dr doom
vet doombot
rook doombot
exp. aim medic
? vulture(the on that is 20 pts. and has syn. syn. team ability)

What team is better?
