Ranged expertise question

I was pretty sure you couldn't use ranged combat expertise to hit more than one target (let's say with Cyclops), but if that's the case, why does the description for Quasar say:

"He is a true ranged-combat expert, possessing the ability to do 1 to 6 clicks of damage for all 8 health levels before he is K.O.’d."?

Unfortunately the figure descriptions on the WK site were made before the figs and rules were finalized and not all can be trusted. Originally, RCE would act like Blades/Claws/Fangs with a damage roll being made. The final version of RCE added two to the damage value.
