I think pulse wave should be able to hit people in hindering terrain who have stealth. The attack is an area effect attack that hits multiple squares and does not decipher between friends and enemies. So it seems like even if you could not see a stealth person the attack would still hit them.

That would make sense only if there is another possible target for the pulse wave. Otherwise, why would a character just decide to pulsewave if they can't see anyone around. :D
I guess you are right about that. So I would say that blizzard is taxied in by vulture. Blizzard is mad at vulture because vulture's claws hurt him while he was being carried. So Blizzard gets mad and pulse waves on his ally vulture. Just by chance Nightwing and Batman are nearby in a bush, to feel the effect of Blizzard's icy attack as well.

well then why would you just run up to a bush and start hacking at it with close combat if you couldn't see anyone in the bush?!

I know the comment was meant in jest, but I'd still like to point out that stealth doesn't mean invisible; it means impossible to target. Everyone knows Wolverine or Black Panther is in the bushes or behind the lamppost; he just can't be targetted for attack.
But I do agree that if there's someone else besides the stealth figure in range, PW should hit both. PW against one figure is a targetted attack; against two, it's not targetted. I know you technically need to draw LoFs to them, but a pulse wave doesn't discriminate between friend and foe; it shouldn't discriminate between stealth and non.
I don't know if any of you have ever played mageknights. Anyway I played it until HC came out. There was an ability called shockwave that was similar to HC pulse wave. You had to half your range and draw lines of fire in all directions. The thing that made this ability great was it denied all special abilities including: stealth, invulnerability, dodge(supersenses in HC), toughness, magic retaliation(similar to mystics team ability), Battle Armor(same as shield deflection), and defend, as well as other abilities. Damage was still reduced to 1 for multiple targets. I don't think Pulse has to be as strong as shockwave in mageknights, but it would be nice to see it be a little more useful.
By the way how do you like this use of pulse wave?
Have nightmare base a few enemies then have blizzard running shot so he is next to nightmare but not base to base with enemies. Then have Blizzard Pulsed using Nightmares enhancement to deal two damage to everyone but Nightmare because he has Invulnerability.
Alas, I am a judge and I argued UNSUCCESSFULLY over in the judges forum at Wizkids for Pulse Wave to affect characters with Stealth. They would not allow it. They love Batman Allies and Black Panther too much to allow them to take damage. Sorry guys, a Batman on a gumball machine somehow is able to avoid being hit by a Pulse Wave. :( *cires*
Poor, poor, poor, pulse wave will always be demoted as one of least used abilities in the game.
