attacking flying question

ok here a situation

you have a range clix(bulleye)
the opponent has a flying clix(anything ex:vulture)in flying position
and you have a ground clix between them .....can the range clix attack the flyer?

does the figure between blocks the way or not that what i want to know

Line of sight is blocked by the third "ground clix".

Unless... If Bullseye is on elevated terrain and the third "ground clix" is not on elevated terrain, in that case Bullseye can shoot over him.
