Duration of incapacitate

when i use incapacitate, my oponent removes there action token at the end of their turn right? ( in other words, do we treat it like they got an action on my turn, then when its his turn remove it, or do we treat it like he gave the action during his turn, then remove it next turn?)

He removes the token after his turn. (assuming he didn't use that character on his turn also)

Correct. The PAC specifies that the Incapacitated figures player put one of their tokens on. This means it comes off on their turn.
