Does energy explosion hit characters with Willpower?

My question is whether or not energy explosion wounds all characters. I mean, even if someone has mastermind and someone is beside them (Friendly fig), do they still get dinged for a point of damage?

Mastermind only has an effect if the figure is the target of an attack. To make things as simple as possible, let's assume a single-targeting EE attack against a pair of figures---the Mastermind and a lower-point Lackey. All rolls are sufficient to hit.

If the Mastermind figure is the target, then he may Mastermind the resulting damage to his Lackey. In this situation, the Lackey will be taking both the direct and the splash damage, a total of 2 clicks. The Mastermind figure will take none.

If the Mastermind figure is adjacent to the target, then he will be affected by splash. He is not being targeted, so his Mastermind ability is irrelevant. He and the Lackey will each take a single click of damage.
