Multiple abilities w/range attacks

Today I learned that you can use Mind Control and Pyschic Blast in the same attack, does that work with other range combat attacks such as Pulsewave considering all abilities are considered turned on unless otherwise noted?

and if you are using pulseway which means you attack within line of sight. do you then mindcontrol all of them if you succeeded on each dice roll.... or is there a dice roll for each enemy?

Both Mind Control and Pulse Wave require that the figure be given an action for the power to be used. With one exception which is unrelated to this issue, no figure may ever be given more than action in a single turn, and so you may not use Pulse Wave and Mind Control.

Psychic Blast is not an attack itself, nor does it require an action. It improves upon an existing ranged attack, and so a ranged attack must be occuring for Psychic Blast to have any actual effect. When using Mind Control as a ranged attack, Psychic Blast is able to modify that MC attack just as it would any other ranged attack---it will ignore damage reduction powers.

As I hope was mentioned on the thread where you saw this possibility, there are only two advantages to using MC in combination with Psychic Blast. The first is that Impervious is no longer able to take effect against the MC attack, and the second is (that should a critical hit be rolled) the resulting damage will not be reduced by either Toughness or Impervious. You are not allowed to Mind Control while also doing your base damage stat.

To answer your basic Pulse Wave question, however. You make one single attack roll when declaring Pulse Wave, and the resulting attack is compared against each figure which was determined to be a valid target.

Do I understand correctly that the only time Psychic Blast can be used in conjunction with another super power is when MC is used?

I just was curious as to whether or not Brainiac 13 could combine PB and LCE... nasty combo if possible...

Brainiac's Ranged Combat Expert, as the PAC says, cannot be combined with any other super powers. Psychic Blast and RCE may not be used together.

I'm not saying that Psychic Blast can only be used with Mind Control. Unless a specific exception is given on the PAC, no figure may be given multiple actions, and so he may not use multiple superpowers which require that actions be assigned. Mind Control and Energy Explosion both require actions---can't be used together. Mind Control and Psychic Blast---only MC requires an action, so you're fine. If a figure ever had EE and PB split on their attack stat, they would be able to make an EE attack which ignored damage-reduction powers, meaning that Toughness, Invulnerability and Impervious would be unable to stop the EE damage.
