Either. You can use outwit then move. Or you can move then use outwit. But, you can't use outwit in the middle of your move.

Not only can you Outwit after you move, but because it's not an action you can even do it later on in the turn after the model has moved, after you've taken actions with models after moving your Outwitter.

Don't think so. I believe it has to be a printed value on the base.

Outwit does not require an action. Outwit can be used if the figure has 0, 1 or 2 action tokens, and can be used even after the figure has been given an action for the turn.For yours, Lancelot, the answer's no. To do that you would have to Perplex the PAC, which you can't do. Like Jackalope said, only the values/stats printed on the base.
