I have a couple of question regarding Taunt. Now taunt says:

Taunt
Prerequisites: Range value greater than 0
:a-fist:+1
Choose a character.

Give this character a power action; it makes a ranged combat attack targeting a single opposing character to which it has clear line of fire within 6 squares. If the attack succeeds, it deals no damage. The target must either attempt to move adjacent to or attack this character next turn.

Question 1: Can the character using taunt, still get a +1 to there attack if there no using taunt?

BN, page 19:

A feat assigned to a character is in effect during an action unless the player who controls the character indicates at the beginning of the action that the feat is not being used. The feat resumes its effect immediately following the completion of an action during which it is not used. Feats that modify a character’s combat values modify those values only when the character is using the feat.

Thank you very much. I was trying to find it in the rule book, thanks now i show my friend that now. That sums up all my questions.
