Yes, Gamora can use Charge, now.

Originally, regular Outwit appears on the dial. When Skrull Spider-Woman is knocked off of her original Outwit and moves on to her SP, she is granted Outwit from a different source, which resets things, so Gamora's Charge is no longer cancelled and returns.
