A player has an army totaling 398 points and another has an army of 400 total points. They both KO the same amount of points during a game (in this case 400 points) Who is the first place winner and why?

Total score for player 1 is 798
Total score for player 2 is 800

At the end of a game, you receive an amount of points equal to the values of the figures you KOed + the values of your own figures which survived.

Without Arch-Enemies, it is impossible for the second player in your example to KO 400 points worth of figures, as his opponent only has 398 points to begin with.

However, if both players KO the opponent's entire team, then the final tallies are 400 points for the first player, whose team was worth 398. His opponent, whose team was 2 points more expensive, will only have a score of 398.

To clarify,

These two players played two different 400 point teams and KO'd them totally.

This is how I understand the question. I push my thug (last clix) to kill your medic (last clix). As soon as your medic dies, my thug takes the push damage and dies too.

In that instance, Player 1 will win.

Player 1 gets a bonus 2pt.s to his kill total for being 2pt.s under
Player 2 gets no bonus pt.s because he is at exactly 400pt.s

Player 1 gets: 2 bonus + 400 kill total = 402
Player 2 gets: 0 bonus + 398 kill total = 398

Player 1 wins with the more points, regardless of if he had the pushed thug or the medic.

They would both have wins and the tourney should go by the number of wins, using points only in the case of tie-breakers. Assuming your tourney had multiple rounds (and in this case you were not having the top two play a final game) it would be the person with the most wins who comes in first and if the both of them had the same number of wins then whichever of them had the most points over the whole tourney wins.

There is no rule (unless you're using house rules) for getting a bonus if you're under the build total. You get points only for defeating characters and the number of pts you have left on the table.

This tourney was only one round.

You had a tournament with only one round???? Why did that happen? HC is such a fast game that it would take a really strange situation to go with only one round and no final. I don't know of any official rule to handle that situation and it should have been announced before the tourney how it would work. Based on that situation I think the only choices are run a final, flip for it or give it to the guy with the smaller force. The best way would be to run a final and if not; flip a coin.
