if blackpanther is in hindering terrain with stealth on outside terrain, would synestro be able to target cyclops?

Also would the results be the same if the synestro and characters were on an inside map

Sinestro could target Cyclops, both indoors or outdoors. Other figures do not block LoF to or from a Sentinel/Sinestro figure.

yes, because he gets to ignore figure bases when attacking. you can check the sinestro/sentinel rules for more on this.
