We've always played that you can perplex someone's attack if they are going to use RCE, till som kid (quite annoying too) claimed you couldn't perplex anything because "RCE can't be used with ANY other ability"
It kinda makes sense 'legally', but I don't think I quite believe it....

It's true in this case.

The figure using RCE cannot be affected by Perplex.

Can one perplex Incapacitate to deal two damage??? I know you can use Shield to increase one click of damage to incapacitate but you can use perplex to deal one more damage?

No because incapacitate always reduces damage to zero. If you have a fig with one damage and you perplex damge up to two then incapacitate the damge would be 1 + 1 (perplex) = 2 reduced to 0.

Perplex needs to be declared before or after an action.
But the timing of Incapacitate needs to be taken into account.
A figure with Incapacitiate usually would do 2 clicks of damage.
You declare Perplexing his damage up the 3.
Then you declare that the figure will use Incapacitate. Due to the nature of Incapacitate, the Damage value is reduced to 0.
So, Perplex cannot be used to up the damage of an Incapacitate attack.
Does this make sense?

Can you declare perplex after the damage has been reduced?
No.....
Perplex is declared before or after an action.
So, you would either:
Perplex, then start Incapacitate action (reducing damage to 0), resolve Incapacitate action, place tokens. End of Figure's turn.
or
Start Incapacitate action (reducing damage to 0), resolve Incapacitate action, place tokens, end of figure's turn...then Perplex.
Does that make more sense?

If you wanted to perplex your attack and use RCE you couldn't...
but you could perplex the targets defense one lower and attack him using RCE..... that would be the same as perplexing up your attack

It has the same effect, but it's not the same thing. If you perplex down then target's attack, it's not effecting the Figure with RCE at all. It's effecting the target only. If you perplex the figure with RCE directly, by perplexing his attack up, you are using another power on that figure, and RCE can then not be used.
Is that any clearer?

Are you sure that the Perplex can be declared at ANY time. As I understood it, you could not Perplex damage after the fact, only before the to-hit roll.

Perplex has to be declared before or after an action.
This means it must be declared before the dice are rolled for a particular action.
or
After an action is resolved and tokens are assigned.
Is this understood?

Okay I have a Perplex question. Can you perplex one of your own figures who has Stealth that is in hindering terrain?

Thats easy Voodoo Child. Stealth is an optional power you can turn it off. If you turn it off you can see the Target to perplex him.
Yes, this can be done.... In the simplified version... you just Perplex your own figure...
Technically, it actually happens like this.... (and this is the way you should declare it)
E-Invisible Girl is currently Stealthed in Hindering terrain.
V-Dr. Octopus has Range to E-Invisible Girl for the purposes of Perplex. V-Dr. Octopus currently does not have Line of Fire.
As per the rules for Team Abilities. .. all team abilities and are optional.
Optional Super Powers and all Team Abilities can be turned 'off' at any time. (Powers and Team abilities turned off in this way will be turned back on at the end of the current turn).
So, you'd first have to declare that E-Invisible Girl is turning off her Stealth.
Then you would declare that V-Dr. Octopus is Perplexing E-Invisible Girl.
At the end of your turn, Perplex would wear off and E-Invisible Girl's Stealth would be reactivated.

Just got onto this thread.
Going back a bit, if I'm the intended target of an attack, can I perplex the shooter during their action either to make it harder to hit me or reduce damage? Or can perplex only be used when my team is doing actions?
You can use perplex only during your turn and it's effects are gone at the end of your turn.

A) Perplex/Outwit may only be used on your own turn.
B) Perplex/Outwit may not be used during another action.

In other words, just so I get this totally clear, perplex/outwit can only be used offensively, and not defensively. Correct?
Example:
I can not outwit the Hulk's super strength as he's about to bash me with an object, right?
This is distinct from probibility control that can be used anytime(but only once) per turn regardless of who's taking actions at the time.
Am I on the right track now?

Correct. On your turn, you may Outwit Hulk and force him to drop his object, keeping him from picking up a new object until the Outwit wears off. But once you end your turn it's too late to Outwit.

Outwit is performed on your turn and lasts until the beginning of your next turn - so you could outwit Super Strength, but not on your opponent's turn. Unlike perplex which ends when your turn is completed.
So outwit can be used defensively, but you need to do a bit of anticipation.

You can Outwit Hulks Superstrength during your turn, which makes him drop the item. Outwit lasts until the BEGINNING of YOUR NEXT TURN, so it prevents Hulk from using Super Strength. Perplex lasts until the END of YOUR CURRENT TURN.
(oh, and I wasn't meaning to "shout." I was just using caps for emphasis)
Can you use perplex to add to the amount of healing your character recieves from regeneration or healing? I. E. I succesfully heal my guy so I roll a d6 and get a 2 but I say it's a 3 with perplex.

A) Perplex may only affect the 5 combat values: range, speed, attack, defense and damage. Neither a dieroll nor a PAC value is Perplexable.
B) Perplex may not be used during another action.

Unfortunately, no. It only affects 5 things: Movement, Attack, Defense, Damage, and Range. Since Regen is not a dial stat, it cannot be Perplexed up.

So from what you are saying HC, my original senario of Perplexing BEFORE you roll the dice is the accurate one?
