SYMBIOTE BLADE: Whenever Carnage is given a close or ranged combat action, you may roll a d6. If you do, Carnage's damage value becomes the result and is locked.

What does it mean when it says locked? does it mean it can not be re-rolled? like with Probability control, or does it mean he has that number locked into his damage until you roll for Symbiote Blade again?

Locked is a new term - it is in the Blackest Night rulebook:
Certain replacement values are referred to as “locked”. Locked combat values ignore all other replacement values and modifiers. Whenever a combat value is calculated and a locked replacement value is applied to it, the locked replacement value is the only replacement or modifier that can affect that combat value, and if a specific number is locked, that number is the only possible result of the calculation. Unless otherwise specified, locked values last until the end of the action that caused the locked value.

I've bolded the last sentence to highlight something that's important to understand when using Carnage. When you roll the d6 for the first attack, the damage value gets locked. That means it cannot be replaced until the end of the action, so that d6 roll applies to both attacks.

Until/unless there is an errata on Carnage's power that says "it is locked for the attack".

[Added note: this same issue happens for anyone who has the Flurry/Blades combo right now, though there is a forum ruling announcing that there will be errata correcting Blades such that the locked value is only for the attack.]

I'm still fuzzy on this, and it might just be because I havent had my morning Code Red and Twizzlers, but are we saying that when you use flurry and B/C/F that you only roll once for your damage total and then apply that to each of your 2 attacks?

(I hit on the first flurry, roll a 1 and then hit on the second flurry and its still a one?)

A strict reading of the existing wording would support that, yes. That was not an intended change and it has been planned for a PG update. I missed it last time but it should definitely get fixed this time (and hopefully Carnage will as well).

i played a recent tournament, and i'm pretty sure someone did a flurry bcf and rolled his BCF roll on both flurry attacks... i could be wrong though... but if he did, then i guess it is not a well known rule, or it is not enforced (since it sounds like it is going to be errata'd anyway)

It was an unintended change in the Blackest Night Rulebook. (Which is why it's being changed back.) Unless someone read the forums or spent a lot of time working the rulebook, they probably would have never noticed. Until the Player's Guide comes out, it's up to your judge on how to handle it. I know at GenCon, it was just like at your tournament.
