Hey Everyone,
I have a question: can "Green Scar" w/ "Double-Time" be played like this.
Can the "Green Scar" on his 1st click when not adjacent to an opposing character move up to double his unmodified speed value (14) (not make any attacks during movement but on the way pickup an object token), take that 1 damage to be his 2nd click, then as a free action use his SP to make a close combat attack (and hit with 6 penetrating damage).
Or should i tell my buddy i owe him a coke because he was right and i was total wrong for trying this.
This is a question for the rules forums, but I'll attempt to sort this out for you. First let's see what the text of the two things is questions say:
Double-Time
Prerequisites: Transporter or {boot} speed mode
Choose a character.
When the character is not adjacent to an opposing character and is given a move action, it may move up to double its unmodified speed value; it may not make attacks during this move action. At the end of the move, if the character is not a transporter, deal it 1 pushing damage that ignores Willpower and team abilities.

SMASH: Green Scar can use Leap/Climb. Give Green Scar a power action; move him up to his speed value, and then give him one close combat action as a free action.
So we can see that Double-Time activates on a Move Action. Green Scar's SMASH power is a Power Action. Since you can't give a character more than 1 non-free action per turn, the 2 don't work together.
Leap/Climb is a Move Action, Phasing/Teleport is a Power Action (you can't use P/T w/Double-Time either).
Also, since DT specifically says the character can't make an attack during this Move Action, I'm pretty sure what you did wasn't legal.
Normally I don't condone drug use...but in this case, I guess it's kosher.
Oh, wait a minute. You said a coke. That changes things...

Leap/Climb is a Move Action, Phasing/Teleport is a Power Action (you can't use P/T w/Double-Time either).
Just a technical note, but Leap/Climb is not a move action (at least in the same way that Phasing/Teleport is a power action.)
The movement aspect of Leap/Climb activates when a move action is given. So a move action given to activate anything requiring a move action will also activate Leap/Climb.
Phasing/Teleport on the other hand requires a power action to specifically activate Phasing/Teleport itself. A power action given to activate something else, will not activate Phasing/Teleport.
