So I'm trying to figure out who's a good DC Bad Guy to use as a leader for a bad guy DC team, and guess what, there isn't one!
Not that there's no good one. There is no bad guy that has leadership! What's up with that??
DC bad guys are usually composed in gang to match up against the awesome power of some of DC superheroes. But what use is any gang without a bloody leader!?!
What gives??

I like to run darkseid as a leader. hes got good sit back potential and can cut trough toughness etc like a hot knife through cheese.
He is a kind of evil leader in continuity anyway so it works out.

i don't mind putting in leadership types, but without leadership ability bad guy teams fall short.
someone give me hope! i don't read much DC, what guys other than Lex Luthor can I expect to have Leadership??
I think they could've given Joker leadership. He's often the ring leader for mischeif. I guess maybe they didn't many of Batman's villians often have gangs. Was Lex Luthor the only leader of the Injustice League? Was the Ultra-Humanite also a leader for some story arcs? Maybe he can have it too.

In DC they seem to have shifted the focus on "chief" villains. Figures like Joker and Riddler have Mastermind but no Leadership, almost stating that they don't really care about their minions beyond having one take one for the team. I would have liked to have seen a Unique or and LE with Leadership, but no such luck. Also the fact that there are no generic LEs in HT cancels the cheap fodder Leadership that IC enjoys (Gabe and Op 128). But this situation is similar to the Outwit in IC. Only heros had Outwit, and one even had it one his first click. That gave the heros a major advantage (or caused BP to work with lots of eavil teams).
I honestly cannot think of many DC bad guys to give Leadership to... In general there seems to be less "organized" crime in DC. Granted, without Aquaman there would be a lot less Leadership used for the heros in HT anyway. Gordon and Rookie Nightwing are too expensive for what you get (unless you are playing a Cops or Titans theme) and V Batman and Superman are both very expensive. Past that you just have LE figures.
DC Badguys who could have Leadership:
Lex Luthor, Leader of the free world.
Captain Cold, Current Leader of the Rouges.
Ras Al Ghul, Leader of his own cult
Cicada, Also a cult leader
Penguin, Organized crime boss in Gotham
Vandal Savage has led many armies throughout history
Mongul leader of WarWorld

I think at least one version of Gorilla Grodd deserves Leadership, as well as Black Manta, Joker, and Braniac 13.
Hopefully, later sets will feature Lex Luthor, Ra's ah Ghul, Vanadal Savage, Johhny Sorrow, Queen Bee, and..wow, there really aren't a lot of great DC villianous leaders! I just searched through my comics real quick, and it's hard to come up with some that are more than leaders of lackeys.

Joker would never have leadership... he only cares about himself, and never anybody else... even in "leading" a group, it's usually to two-time them in the end... just look at Underworld Unleashed when he & luthor led all the other villians, only to betray them all at the end. And many of his hoods ditch him after working for him once...

Ra's al Ghul... maybe(and a ton of regeneration!)

i think Ra's al Ghul was a good choice, although honestly i'd rather see him with Outwit.
what about the intergang guys? didn't they have someone leading them (besides Darkseid who was the "mastermind"). i watched supes' animated series and there was someone there who was "in charge" of them.
as for other villanous leaders, there's gotta be more, right?

Darkseid should've had Leadership. He rules a whole planet. Okay he rules by fear, but he's got whole armies that jump at his commands. And he always has long-range plans.
Luthor should have it as well. Definitely. Perhaps a few clicks on the start of his dial, then outwit later in the dial, as that is also very appropriate.
I agree, too, that Mastermind is far more approriate for most of the Batman villains. Sure, they lead armies of lackeys, but just so that the lowlies can run interference for them. Penguin is a possibility, or perhaps even Two-Face - that would be at least one way to differentiate Harvey Dent from a common thug.
Brother Blood, Kobra, Queen Bee, Vandal Savage are all good choices, but it's true. I can't think of too many others. It may just be that I'm less familiar with the full variety of the DC Universe, though.

Part of the problem is that DC Clix only has 3 bad guy teams (as opposed to Marvel's 6). There should be at least one for each of these which have been mentioned already. My picks would be:
Batman Enemy: Joker. While practically each of Batty's foes is a leader of his own band of goons, Joker is usually at the top when all of his Rogue's Gallery come after him.
Injustice Gang: Lex Luthor &/or the Ultra Humanite. This is a no-brainer, although I am suprised that nobody else mentioned U.H. yet. I'm leaning more in his direction since Lex's place is here:
Superman Enemy: Same reasoning as behind Joker for Bats. Of course you could have one version of LL for IJ & the another for SE. Truth is, all Lex versions should have leadership as long as they make him as a non. Save the Unique version for the Lex Luthor green & purple flying battlesuit. Oh yeah.
