If a character with long range combat expertise and a damage value of 1 can target 2 figures,and hits both,do they both take 1 or 3?
How about longe range combat expert and energy explosion?

RCE is a special power. It does not work in conjunction with most other superpowers, including EE and multiple target ranged attacks. In your above example you could not use RCE and target two figures. They would each take 1 damage if hit as normal.
