1. Can someone using Running Shot or HSS move into a group of people with the SHIELD power and then benefit from the range or damage increase?
Iron Widow starts at A, uses Running Shot to get to B. Can she get a range or damage bonus?
A....SBS
2. A, B, and C all have the Warbound feat.
AB....C
A starts adjacent to B and moves to C. A wants to pass off the action with Warbound to one of them. Does B or C get the action?
3. Comedian has Running Shot and the Sharpshooter ability. Could he legally use Running Shot to get adjacent to a character and then make a ranged action? (Basically, can he use Running Shot like Charge?)
4. Say Gorgon has Quake and the Maneuver feat and Quakes a whole crowd of people- can he uses Maneuver to rearrange the whole crowd?

Question 1: I believe so. Because the ranged attack takes place after the movement, I think I read previously that as long as the person making the attack is adjacent to the figures with shield or enhancement or the like at the time of the attack then it works.
Question 2: Not sure about Warbound so I'll leave this to others.
Question 3: I don't see why not since you're still technically making a ranged attack which is what running shot gives you.
Question 4: Again not sure so I'll leave it to others.

Yes, that's actually the only way to do it. (In other words, if you start next to a SHIELD guy, you can't give the SHIELD guy an action, move away, and then get the bonus.
2. A, B, and C all have the Warbound feat.
AB....C
A starts adjacent to B and moves to C. A wants to pass off the action with Warbound to one of them. Does B or C get the action?
B gets the token. The card says "When a target friendly character assigned this feat is given an action..." You are given the action when you are next to B.
3. Comedian has Running Shot and the Sharpshooter ability. Could he legally use Running Shot to get adjacent to a character and then make a ranged action? (Basically, can he use Running Shot like Charge?)
Yup.
4. Say Gorgon has Quake and the Maneuver feat and Quakes a whole crowd of people- can he uses Maneuver to rearrange the whole crowd?
No. There's errata: "This feat begins 'When the character makes a close combat attack against a single target opposing character.'"
to question 1) interesting, I always thought that activating the shield TA was an action (free or not). I used to think that actions couldn't be given in the middle of another action. Kinda like using outwit or perplex while HSS, or runshot.

It is.

Unless specifically allowed, they can't. In the case of SHIELD, it will always happen during another action, even if you are just standing there making a regular ranged combat action.
