Outwitting the soaring character

Quick question:

To outwit a character that is soaring, does the outwitter need to be within five inches (half of the ten inch outwit range) of the soaring character with a clear line of sight ?

when drawing Line of Fire from a grounded/hovering figure (whether they are on Elevated terrain or not)...

Range is always halved (rounded up).

Range for Out wit is normally 10. To a Soaring figure, it would only work at 5.
