This may seem a mundane question, but what is the purpose of breakaway? Is it so it doesn't cost an action to get the hell away from close combat?

Breakaway represents the difficult of getting out of combat. If your figure is adjacent to an opposing figure and wishes to move, he must perform a breakaway roll---it is a requirement, not a benefit. If you are successful, then the figure may move away from the opposing figure, receiving both an action token and one of your actions for the turn. If unsuccessful, then the figure cannot move, has used one of your actions for the turn, and receives an action token anyway.
