#1 If Groot is occupying an object that is standard can he use this special power to heal a click?
Once during your turn, as a free action you may heal Groot 1 damage if he occupies hindering or water terrain.
#2 Can people do ranged combat attacks through friendly characters?

According to the Blackest Night rulebook:
OBJECTS AS TERRAIN
A square containing an object not carried by a character is hindering terrain.
So I'd say yes on the Groot healing. As for firing through friendly figures? Generally no. You have to have some kind of special power or feat to do it. You can from using Trick Shot (it ignores figure bases) or Coordination (ignores figures with same team symbol).

i this refering to line of fire drawn to groot. he is a giant and friendly and opposing figs could see over each other to draw line to him. Makes it kinda hard for him to get across the map with no help.

Generally speaking the answer is no : characters can't draw LOF through other characters, friendly or not, unless they have some power, trait, feat or ability (or any other effect) that create an exception (like the Giant Size ability, the Trick Shot feat or the Eyes of Agamatto trait, among others). And if you cannot draw a LOF, you cannot make a range attack.
