ADAPTIVE RESPONSE ARMOR: When Iron Man/War Machine uses the Duo Attack ability, they may choose Incapacitate, Penetrating/Psychic Blast, or Ranged Combat Expert and use that instead of one or both ranged combat attacks.
Im sure there are tons of threads on this but im having a hard time understanding it, can they use range combat expert,incap,pB twice?
like in the duo attack, 4 damage PB, then 3 damage RCE? To me it sounds like rather than using duo, they may make on of those following powers.
Basically it means they can use any of those powers in combination with each of the Duo attacks. And yes, normally that would not be legal.

They can use RCE, Incapacitate, or Psychic Blast twice. They cannot mix and match the power. (No RCE then Incapacitate, for example.)

It looks like they have a 3 printed damage value when they have the power. So they could Psychic Blast for 3 on the first attack and then for 2 on the second.
Basically, for the ranged combat attack allowed by the Duo ability, they can use one of those three powers instead.

That is pretty much it, yes. A normal duo attack can not use these powers, but in this SP, they can

Or once, so you can noraml attack , then incap or vica versa, but you must declare the intent of the combination of power and normal attack before the first attack.

Below is a kick-### primer from Questions! Give the man some rep... his primer rocks!
I'm just going to attach a primer I wrote on this. If it doesn't answer all your questions, just ask.
1) The Duo Attack ability still modifies the damage value of the second attack by -1. So if Iron Man/War Machine use Adaptive Response Armor to use RCE twice (printed damage value of 3) then they would deal 5 (3+2) clicks of damage on the first attack and 4 (3+2-1) clicks of damage on the second attack.
2) When using Incapacitate, Penetrating/Psychic Blast, or Ranged Combat Expert through Adaptive Response Armor, the attack must be a ranged combat attack. Iron Man/War Machine cannot use Adaptive Response Armor to use Incapacitate with a close combat attack.
3) Iron Man/War Machine can use a close combat attack for one of the attacks with the Duo Attack ability and then, assuming they can make a ranged combat attack, use Adaptive Response Armor for the other attack making a ranged combat attack using Incapacitate, Penetrating/Psychic Blast, or Ranged Combat Expert.
4) Iron Man/War Machine cannot mix and match Incapacitate, Penetrating/Psychic Blast, Ranged Combat Expert when using Adaptive Response Armor. If the first attack uses Incapacitate, then, if the second attack is a ranged combat attack, that attack would either need to use Incapacitate or be a regular ranged combat attack. It could not use Penetrating/Psychic Blast or Ranged Combat Expert.
5) Iron Man/War Machine do meet the prerequisites for a feat requiring Incapacitate, Penetrating/Psychic Blast, and/or Ranged Combat Expert. Iron Man/War Machine can only meet the prerequisites for such a feat when using Adaptive Response Armor. When doing so, Iron Man/War Machine do not need to actually use the required power to use the feat. For example, when Iron Man/War Machine are using Incapacitate through Adaptive Response Armor they could use the Elite Sniper feat (prerequisite Ranged Combat Expert or Super Senses) because Adaptive Response Armor allows Iron Man/War Machine to use Ranged Combat Expert even though they are not actually using Ranged Combat Expert in the attack.

I'm not sure you need to declare your intent. For example, if the first attack is a close combat attack, you may not know if the second attack is even going to be a ranged combat attack let alone whether you'll be able to use one of the powers with it.
