If you've got two figure bases adjacent, the attacker is a flyer and the attackee has stealth, can the attacker still use a ranged attack?

No, you need LOS for ranged attacks even if they are adjacent.

If the attackee with stealth or the Batman Team Ability is in hindering terrain then yes, no ranged attack is possible even if adjacent.
