Here's my take on one of the Flash's greatest Rogues. As always, comments, compliments, critiques, and questions are welcome:

Mirror Master Rookie No Affiliation Range: 8 Arrows: 1
Speed: 8 6 5 5 4

Mirror Master Experienced Injustice League Range: 8 Arrows: 1
Speed: 8 6 5 5 4
Attack: 8 7 6 5 4
Defense: 15 14 13 13 12
Damage: 1 1 1 1 1

Mirror Master Veteran Injustice League Range: 8 Arrows: 1
Speed: 8 7 6 5 5 4
Attack:9 8 7 6 5 4
Defense: 16 15 14 13 13 12
Damage: 1 1 1 1 1 1

Strealth Mirror Master's always using tricks of light to turn himself invisible or make himself pop out of mirrors. This is also why I gave him a high defense.
Incapaciate Using mirrors, Mirror Master has stunned people and even refelected light at their bodies in such a way to make them immobile.
Smoke Cloud As perviously stated, Mirror Master can use tricks of light to make himself invisible. This works very well his Stealth ability.
Energy Shield/Deflection MM can deflect shots using reflective surfaces.
Barrier In his Expereinced level, this replaces Smoke Cloud, showing that his power is being fine-tuned.
Perplex You try fighting an enemy who can appear out of thin air, escape into mirrors, etc.

I just calculated Mirror Master's stats:
Rookie: 60 points
Experienced: 75 points
and Veteran: 86 points

I think he needs phasing and a higher movement.

Walls don't stop him. Also, he should be a transporter.

Looks very good. I would say that at least the Vet needs Phasing on his first click to get him in position and then have Phasing on his last click for him to get away to a medic.

Some comments...

) I like the higher Defense and the ES/D. Very character-appropriate.

) Combined, both Mirror Masters have been members of multiple teams--the Rogues proper, plus the Injustice Gangs I & II, several incarnations of the original Secret Society of Super-Villains, the current Society, and, heck, you could even say the Suicide Squad (Captain Boomerang impersonated him in several issues). I think the only way to represent this is to give him Calculator at all levels. If you had to go with using the IL team, I'd make it the Experienced, but give the Rookie and Vet both Calculator.

) Phasing/Teleport is a MUST--he has always popped in and out of reflective surfaces. Also, being a Transporter works well, given MMII's current schtick of ferrying all the Rogues.

) Higher damage, with some RCE thrown in. MM is known for creating giant lasers, refraction weapons, etc, and 1 Damage with Perplex just doesn't cut it, imho.

) This is just me, but I'd give the Exp and/or Vet double target arrows. MM always has two guns, and he's often been shown firing both at the same time, often at different targets.

Transporter wouldn't work for him, simply because he's not know for doing the hit-and-run attacks. Phasing is a must, though, and his tendency to carry others would be represented by the Passenger feat.
