Please note that I'm not entirely sure how this would be coded or how hard it would be to be coded in, and it's just a suggestion.
It might be a good idea to present new rule changes to a member before they log in- if they haven't logged in since said new rule change. There seems to be a lot of confusion when this happens and it would prevent people from having to check the rules again every other day in fear of warnings.
For example: AwesomeMember logs in on 1/26/10. There is a rule change on 1/27/10. AwesomeMember logs in again for the first time since 1/26/10 on 1/28/10. Before he can post, pm, rep, or use any similar feature, he is presented with a page displaying whatever rule changes have been made since the last logon. He can click an "Ok" button to proceed.
Maybe include a function to turn this feature off in the cpu, for those who for some reason think this feature would be annoying/unnecessary.
