If I"m base to base combat with someone, and don't have leap and climb, and I roll a succesful breakaway, does this mean I can use barrier as my movement turn

You don't need to breakaway to cast barrier.

You don't need to roll breakaway to use Barrier, actually. Even when adjacent to an opposing figure you may use Barrier (and other stationary movement powers).

Are you sure you don't have to roll to use it. That might make barrier the best power in the game.

You definitely don't need to breakaway to use Barrier, nor to use other super powers which require move actions but specify that the figure doesn't move: Force Blast, Regeneration, etc.

From the FAQ:Do not roll for breakaway unless you are actually attempting to move the figure.
