My friend was wondering if its okay to just make a custom of an already existing fig and use it in battle. For example he wants Darkseid on his team but he doesnt have a Darkseid so creates the stats on a dial maker and sticks them in like a thug and gives him Darkseid points cost.
Tell me this isnt allowed

Well, for friendly play it's anything goes, based on whatever house rules you want, but for official tournaments you cannot modify the base or dialtop in any way. Most places allow you to customize your figure as long as it's the same character (i.e. repainting Dr. Strange in his black Midnight Sons outfit). Many places also allow custom figures as long as they are on existing bases and everyone knows who they are. This is why many people who post custom ideas here ask for input on the dials for competitive play. Most people I know have at least a few customs, and it's usually not a big deal as long as everybody's familiar with the custom dial and agree on the point cost.

Well, as long as its a friendly game and everyone agrees (doesn't sound like everyone does LOL) its fine. As far as official tournament play goes, the answer would be no. From what I understand you can alter the figure, but never the dial, and even if you get paint on the dial, it can be ruled unusable - up to the judge, but altered or copied dials are never tournament legal.
In a way, I can understand your friends dilemma, he has a figure he wants to play, but its unique and hard to pull plus expensive. I would suggest splitting the difference since you seem opposed to it - let him play a mock dial 1 or 2 times, then if he likes it and wants to play it some more, tell him he'll have to go fish for the real thing.
