Multiple Arrows

If my fig has 3 arrows and does 3 damage, does the damage get reduced to 1 if hitting more than 1 enemy?

Or do all 3 targets take 3 clicks?

If hawkeye targets 2 enemys and uses RCE do both take 1 click or the 3 from RCE?
