played in a great tourney this past weekend. 500 pts per team, my first big pointer. had a fabulous time but an odd ruling came up.

facing batman and nightwing, the judge gave each of them 2 incapacitates per turn since they had 2 attacks. the result was my team was literally pushed around the map.

is this correct?

Yes, this is not only correct, but very nasty. Also, while it's rare in DC (the only figure besides the aforementioned Batman & Nightwing with 2 arrows & incapacitate is LE Ted Kord), it's rather common in Marvel - Boomerang, Wasp, Kang, Quasar, Hawkeye, Black Widow, Sandman, Dr. Doom & Medusa all have at least one version with multiple arrows & incapacitate. Boomerang even has 3 arrows with incapacitate!

When making a ranged Incapacitate attack, there is nothing stopping any of the aforementioned figures from targeting two different figures with that Incapacitate. This works like any other multi-targeted attack---

It is a single attack which targets multiple figures, not actually multiple attacks.
A single diceroll is used against all targets and the attack resolves simultaneously against all targets.
No figure may be targeted more than once by the attack.
The entire attack must be ranged, not close combat.
