Destroying blocking terrain

The question is this,can characters who can do 3 or 4 damage destroy cars,other heavy objects, light objects or even squares of turf or concrete with ranged or close attacks to create hindering terrain for stealth characters? Also, on the outside map, can you demolish the stairs outside the buildings to hinder non-flying or leaping characters from climbing down? Any input is appreciated. Thanks.

On outdoor maps, yes, they can destroy object tokens and 3d objects. The things printed on the map can never be destroyed.

Indoor maps, same rules apply, but you may also break holes in walls.
